SUBJECT: Witholding for Unvouchered Expense Allowance

TO: All House Members

FROM: Ann M. Santinoceto, Comptroller

As you are aware, Senate Bill 1074, Printer's Number 1493, provides that "For the period commencing November 10, 1995, and ending November 30, 1996, members of the General Assemably shall receive, in addition to any allowance for clerical assistance and other expenses, an unvouchered expense allowance of $733 per month which shall be paid monthly."

We will begin payment of this expense allowance on November 1, 1995. Federal, state, and local taxes, and social security will be withheld from this allowance. The federal tax obligation will be set at 28% of the unvouchered expenses in accordance with circular E of the IRS. If you wish to raise your withholding, please contact the office of the Comptroller. No other deductions (ie. credit union payments, SECA etc.) will be made from this check.

The unvouchered expenses will come to you via check and will not be part of any direct deposit arrangement you may currently have.
