Pittsburgh, PA 15221Dear Gary:
I'm not sure I received your payraise fax of December 1st, but I assume you are questioning the constitutionality of the unvouched expenses. Please be advised that this issue has been resolved by the Supreme Court of Pennsylvania in the past and has been ruled to be constitutional.
Very truly yours,
D. Michael Fisher
